For the 8s xmaxx, is this all I need to see speed, rpm, voltage, and esc temp?

In short, yes. This will allow you to pair a smart phone with the transmitter. That then allows you to update your ESC with the newest telemetry upgrade. Once the telemetry programming has been added to the ESC, you can then read it on your phone, but you will need this part to do it.

Will this work with Traxxas Spartan boat? I have just bought the new remote and receiver that says it needs this to work want to put all sensors in

Yes it does. There is a port on the back of your remote that you will need to unscrew and this plugs right in.Thank you,PJs RC
