If you're starting from scratch, would this have all the cards you'd need to start your first deck, or is there a better option?

This is all the cards you will need; with 100 mana cards (25 each) and many preselected cards you will have many great cards for your deck. Also in my opinion there is no better option because many other options do not give mana, and may give you any good cards.

Yes, this product comes with 100 basic lands.

does the dice come in the box?

This is for deck building, so the life counter isn't necessary. Contents of the box are as follows: 4 booster packs from the Core 2019 set, 100 basic land cards, 125 cards from recent sets, a reusable card storage box and a deck builder's guide.

From a mom who knows nothing about this game-is this game on line or can you play it just with the cards from the box

The online game is different to the one with the cards. The one online does not have human interaction. The ones with the cards in the box requires human interaction. (The online version also costs money to play.)
